Abstract:
The article discusses the supervision of child sex offenders in the community based on a comparative study of supervisory law and practice in England and Wales, the Republic of Ireland and Sweden. The supervision of offenders in the community is an established part of the penal sanctions available in all European Union Member States. The sexual exploitation of children takes place within their own home, in schools, in children's homes, in public places, in sporting clubs, through prostitution arrangements, through the production and distribution of child pornography, and by abduction and assault by complete strangers. The supervision of offenders in the community, is thus, to help the offender reduce their propensity to re-offend, to help rehabilitate the offender and sometimes to enable a degree of reparation to be made in the community. The standard community sentence in England and Wales is the probation order. England and Wales have long had systems of post-custody supervision since the Victorians recognized the declining use of punishment by transportation and execution. Supervision by the Probation Service in Great Britain has traditionally consisted of a social work relationship being made with the offender, the establishing of a degree of trust and the joint working together towards agreed objectives, carried out.
