Abstract:
This paper discusses a study of child protection practice in an Irish health board. By its use of a qualitative research paradigm, it seeks to fill an identified gap in the existing knowledge base by illustrating what social workers in child protection really 'do'. The normative framework employed by practitioners, through which they endorse or invalidate 'abuse' referrals, and adjudicate on their seriousness, is illustrated. The gulf between the official discourse portrayed in procedural guidance and the day-to-day reality of child protection practice becomes clear, and the way in which this creates space for, on the one hand, the application of moral reasoning, and, on the other, professional ambivalence, is analysed. (English) [ABSTRACT FROM AUTHOR] Este artÃculo analiza un estudio sobre protección de menores en un centro médico irlandés. A través de la utilización de un paradigma de investigación busca llenar un vacÃo en la base del conocimiento, ilustrando qué es lo que realmente hacen los trabajadores sociales en el área de la protección al menor. Se ilustra el marco normativo usado por dichos profesionales, a través del cual aprueban o invalidan la seriedad de las referencias de abuso. El abismo que separa el discurso oficial de la guÃa práctica y la realidad diaria de la práctica en protección de niños, se vuelve evidente al tiempo que se analiza la manera como dicho abismo deja lugar a la aplicación del razonamiento moral pot una parte y la ambivalencia profesional pot otra. (Spanish) [ABSTRACT FROM AUTHOR] L'auteur a effectué une étude des pratiques de la protection de l'enfance telles qu'elles sont appliquées dans un «conseil de santé» irlandais. Par son utilisation d'un paradigme de recherche qualitatif, cette étude est destinée à combler un fossé identifié à la base des connaissances, à travers l'illustration des actions concretes entreprises par les travailleurs sociaux de ce secteur. Le cadre normatif qui leur permet d'avaliser ou d'invalider toute allusion aux «abus» et de se prononcer sur leur sérieux, est exposé. L'auteur met en évidence le gouffre qui existe entre le discours officiel décrit dans les instructions procédurières et la rélité des pratiques mises eň oeuvre quotidiennement dans la protection de l'enfance Enfin, il analyse la manière dont cela crée de l'espace pour, d'une part, la laïcisation d'un raisonnement moral, et d'autre part, l'ambivalence professionnelle. (French) [ABSTRACT FROM AUTHOR] Der Aufsatz befaßt sich mit einer Studie über die Praxis des Kinderschutzes in einem irischen Gesundheitsamt. Unter Verwendung eines qualitativen Forschungsparadigmas wird versucht, die bestehende Wissenslücke über diesen Forschungsgegenstand zu füllen, indem illustriert wird, was Sozialarbeiter/innen in der Praxis des Kinderschutzes realiter tun. Es wird aufgezeigt, wie der normative Rahmen beschaffen ist, innerhalb dessen die Sozialarbeiter/innen, die über die Ernsthaftigkeit eines Falles entscheiden, überprüfen, ob eine Ãœberweisung aufgrund eines angenommenen Mißbrauches stichhaltig oder unzutreffend ist. Hierbei wird die tiefe Kluft zwischen dem offiziellen Diskurs, wie er sich in prozeduralen Leitlinien darstellt und der tagtäglichen Realität der Praxis der Kinderschutzarbeit deutlich. Es wird analysiert, auf welche Weise sich hieraus Spielräume sowohl hinsichtlich der Anwendung moralischer Argumentationen, als auch für professionelle Ambivalenzen ergeben.
