    Abstract:

The article sets out a policy agenda for safeguarding children on a cross-border basis developed by Barnardos Northern Ireland, Barnardos Ireland, the Irish society for the prevention of Cruelty to children (ISPCC) and the National Society for the Prevention of Cruelty to Children (NSPCC). The agenda was presented at a major conference organised by the four organisations in Dundalk in September 2002 entitled 'Protecting children on the Island of Ireland'. The article sets the conference theme in a wider context and draws on the conference speeches and workshops to develop the argument for the importance of cross-border co-operation in the four key areas of child protection, vetting, management of sex offenders and improved structural arrangements.
